Mosquitoes have been the carriers of several potentially-lethal illnesses.
The Quran, Baqara(2):26 words that, "Allah is not refraining from telling examples with mosquitoes, or beyond." fits the case. Mosquitoes might menace, but there have been volitional agents (humans and genies) who have been worse than mosquitoes, while mostly less capable than mosquitoes (if you would notice their colonizing gimmicks).
The word "beyond" in that (Arabic) quote, is "fawqa" -- same root with the word "horizon" (ufuq, ufuk). People interpret "fawqa" as "even lesser than mosquitoes," but in the case of the antichrist, it fits both ways. Trying to send to hell (thus, worse), while probably less capable (once found).
By the way, if the history is written right, mosquitoes were not known as inflicting illness, until 19th century, or so. For example, people thought that, malaria was occurring because of the foul smell of swamps (and the name of "malaria" means "foul smell"). Thus, the Quran wording of the "example of mosquitoes," had not been understood like this, until recently. (Thus, presumably, scientific miracle of the Quran.)

the mosquito buzzing, how disturbing that is for humans, is probably not uncharacteristic of how unfaithful people, especiall those who knowingly (liefully) oppose the truth, ranting against Allah (the God, the Creator) -- and He is witnessing all that (waiting for the Judgment Day, though).
Surely, various abusive people within a country, may cause backwardness, too. You may think of those outlaws (and similarly, or within the same category, tyrants and charlatans), in the category of an-illness-bugging-a- society. In fact, fittingly, the Quran is telling of mosquitoes as "Allah is not refraining from giving examples with mosquitoes, or beyond (fawqa) those" (Baqara(2):26). People have been interpreting that as referring to other examples of bugs in the Quran, and people had not known that mosquitoes were carrying illnesses, then (for example, they thought that malaria was happening because of the bad smell of the swamps, not because of mosquitoes biting), but Allah is the God, so He had known, and therefore, the "example" in question, is presumably the world-wide case of how mosquitoes would compare to what humans have been committing -- both against fellow humans, and how buzzing against the God, Himself.
Mosquitoes (other than perhaps when they carry lethal illnesses), might not be more detrimental to development, than charlatans. Mosquitoes may interrupt your work, and that is a waste. But a charlatan professor, if you would work in that field, and if you have been his/her "student" (whatever that would mean, in that case), that would potentially make you a charlatan, too. (The exception would be your noticing the case, then read and think by yourself, and in that case, the charlatan would have been like mosquitoes -- "only" wasting your time, without leaving a trace. Thus, a charlatan is like-mosquitoes-or-beyond.
Mosquitoes are neither heaven, nor hell.
People even get immune to most (or, all), of those illness, if they survive the illness. In contrast, in hell, the renewal of pain is written to be constant (let alone the maximal hell).
Furthermore, Islam is telling us that, the children who die young, go to heaven. Likewise, illness is with reward points (for muslims) toward heaven (unless the person makes the illness a pint of revolt against the God). In contrast, the evil who try to corrupt people, send people to hell. (The case of non-muslims is almost always with intricacies. If the person had not known of Islam, but living so far as he/she knew of the God, that might be suficient, too. Allah knows best.)
